If you've read my site or my blog for any length of time, you'll know I detest people who can't be bothered to either park properly, or learn how to park properly. Just so you know I'm impartial, the VW on the right is mine - very nearly in the parking space. My only excuse? New car - takes a while to get used to.
Now the blue Honda on the left? That guy just drove right in, got out and walked away.

You can do a damned sight better than most around here. But you don't want to do that fancy backing in in any of the local lots; they'll tow you, for in some of them it's actually illegal to back in...

I have no idea whatsoever, but it's right there in the municipal code that you may only park head-in in city-owned lots. It may be to avoid someone clogging things up as they back in, it may be to nab people who pull right through when there are two rows nose-to-nose, it may be because the city-owned lots are pretty restricted (and at least one is one-way-only). The clause doesn't say why, just states the fact.
